Strange that the Labour Party would let the suspected terrorist frank give copies of Blair's alternative Labour Party Conference speech to delegates at the Labour Party Conference 2003, Bournemouth. He wasn't even searched. The FIT team took a copy back to Ian Blair.
Perhaps you don't understand the sort of suspected terrorist frank is. He's one of those "either with us or against us" suspected terrorists. And he was obviouly against "us" since he was an anti-war activist and he actively opposed Blair. His phone number had even been in the paper, for Christ's sake!
frank had been a 'suspected terrorist' from at least 15 February 2003 (a significant date) and also the date that tanks were sent into Heathrow (another significant date). Since frank was opposed to New Labour he was a suspected terrorist so that the police could report all his movements to Fascists Blair, Blunkett & Co and he would be denied basic human rights.
