His message is be afraid of evil terrists because the threat of terrist attacks [and organised crime!] is huge and the only way you can be safe is by joining with us in fighting terrism. So, there are evil terrists and there is good, dependable, trustworthy 'us'. It's very nearly "we'll keep you safe as long as you fully support us."

The public must help tackle terrorism as the UK faces its "most sustained period of severe threat since the end of World War II", John Reid is to say.
The home secretary, in a speech in London, will say police and security services are doing all they can but cannot be sure of stopping attacks.
People from all communities have to help by being vigilant, he will say.
He will tell think tank Demos how he sees the security threat currently facing the UK.
Attacks 'likely'
The speech comes a week after the Court of Appeal said control orders used to restrain the movements of six terror suspects broke human rights laws.
As he promised to appeal against the ruling, Mr Reid said another attack on the UK was "highly likely".
Now he is giving details of how he sees the scale of the threat and how it can be tackled, although aides say he is unlikely to announce new policies. He will say: "The end of the Cold War is accompanied by the reach and impact of organised crime and international terrorism.
"As we start that debate in respect of terrorism let us have no doubt [that] we are probably in the most sustained period of severe threat since the end of World War II.
"While I am confident that the security services and police will deliver 100% effort and 100% dedication, they cannot guarantee 100% success.
"Our security forces and the apparatus of the state provide a very necessary condition for defeating terrorism but can never be sufficient to do so on their own.
"Our common security will only be assured by a common effort from all sections of society."
Mr Reid's aides say he is talking about the need for people to be watchful about the continuing threat and arguing that tackling terrorism has to be up to everyone. ... [read article]
